McNeil Acquires Enterprise Management and Language and Intelligence
Companies
SPRINGFIELD, VA (October 7, 2005) –
McNeil Technologies Inc., a premier provider of language translation
and other critical outsourced services to the U.S. government,
announced today that it has acquired ViStar Corp., a leading
provider of high-end enterprise management, business process
outsourcing, and human resources consulting services based
in Alexandria, VA.
ViStar, operating as part of McNeil’s Consulting practice,
will continue to focus on its core business solutions and
services. Terms of the deal between the two private firms
weren’t disclosed.
“This strategic move solidifies our position in the
industry by combining McNeil’s expertise and experience
with ViStar’s strengths and skills,” said James
L. McNeil, CEO of the Springfield-based company. “We
plan to use this strength to improve on and add to the services
we offer our customers.”
McNeil’s core business areas include language translation
services, information management, consulting services, and
intelligence and security services.
ViStar’s clients include the U.S. Department of Defense,
Office of the Secretary of Defense, Joint Chiefs of Staff,
U.S. Army, and the Department of State. Its core competencies
and services include management consulting and business process
reengineering; business process outsourcing; ERP Systems development;
health care systems; human resources management and administrative
support.

McNeil Technologies’ key areas of expertise to offer
our customers innovation and real-time solutions,” McNeil

Founded in 1997 by Mr. Fred Pang, over 80% of ViStar’s
employees have a Secret or Top Secret security clearance.

Pang has more than four decades of experience with the DoD,
the U.S. Congress, and private industry. He served as the
Principal Deputy Under Secretary of Defense for Personnel
and Readiness, the Assistant Secretary of the Navy for Manpower
and Reserve Affairs, and was a senior professional staff member
of the Senate Armed Services Committee from 1987 to 1993.
Pang will continue to provide his valuable expertise and leadership
to the McNeil organization as Senior Vice President of the
ViStar Services Center.

served as the financial advisor to Vistar Corporation in this
transaction.
McNeil Technologies, Inc. also announced today that it has
acquired several Federal government support contracts from
ZKD, Inc. These contracts will augment McNeil’s leading
language translation and intelligence capabilities and will
expand McNeil’s support within the Federal marketplace.

Terms of the transaction between the two private firms weren’t
disclosed.
